Runs against every Library article, pathway, and Journal footnote before publication. Confirms that a cited section exists and has not been repealed or renumbered; it does not confirm that the citation supports the sentence it is attached to — that judgment remains an editor's.

Internal tool, not public-facing. Runs on every piece before it publishes. Not a public dataset, because the tool operates on unpublished drafts.

It checks that a citation exists, not that it means what the surrounding sentence claims it means. A citation can pass this check and still be misapplied by the person who wrote it — the second-editor review exists precisely to catch that, and this tool does not replace it.

Checked against a maintained mirror of the current General Statutes, refreshed on a fixed schedule. The refresh interval and the last-checked date for the mirror itself are logged and available on request.
