The voting procedures in this Article apply to all of the following: (1) A primary, general, or special election for federal or State office. (2) A State ballot measure. (3) A primary, general, special, or runoff election for local government office or a local ballot measure if absentee balloting is allowed under Article 20 of this Chapter.
