Definition of territorial jurisdiction of authority.

An authority may be created for any area of the State that, at the time of creation of the authority, meets all of the following criteria: (1) The area consists of a single county that has a population greater than one million. (2) The county borders another state. (3) The county includes at least one unit of local government that operates a light rail system. (2025-39, s. 5.1.)
