   (a) This Part shall be known as the "Abortion Clinic Licensure Act." (b) The purpose of this Part is to provide for the development, establishment, and enforcement of basic standards: (1) For the care and treatment of individuals in abortion clinics; and (2) For the maintenance and operation of abortion clinics so as to ensure safe and adequate treatment of such individuals in abortion clinics.
