   As used in this Part, unless otherwise specified: (1) "Administrator" means an administrator of a facility. (1a) "Commission" means the North Carolina Medical Care Commission. (2) "Facility" means a nursing home and a home for the aged or disabled licensed pursuant to G.S. 131E-102, and also means a nursing home operated by a hospital which is licensed under Article 5 of G.S. Chapter 131E. (3) "Patient" means a person who has been admitted to a facility. (4) "Representative payee" means a person certified by the federal government to receive and disburse benefits for a recipient of governmental assistance.
