(a) An applicant or charter school may appeal a final decision of the Review Board related to grants, renewals, revocations, or amendments of a charter by submitting notice to the Chair of the State Board of Education within 10 days of the Review Board's decision. Copies of the notice shall be sent to the Executive Director of the Office of Charter Schools, State Superintendent, the Chair of the Review Board, and the applicant or charter school affected. (b) The State Board shall review appealed decisions de novo. The applicant or charter school submitting the appeal may provide any information to the State Board it believes the Board should consider in reviewing the Review Board's decision. (c) The State Board shall issue a written decision in any matter appealed under this section within 60 days of the date the notice of appeal was submitted. The State Board of Education has the final decision-making authority on the approval of charter applications, renewals, revocations, and amendments.
