    Except as otherwise provided by federal law or regulation, the income of a household member who is ineligible for medical assistance benefits due to the household member's immigration status shall be counted when calculating and determining an individual's financial eligibility for medical assistance benefits.  (2026-1, s. 3C.8(a).)
